The United Nations World Food Programme (WFP) is fighting hunger worldwide. We are seeking applications from Bangladeshi Nationals to fill the function of Information Management Officer (Food Security), (01 function) at the SSA-8 level for (03) Three Months, based in Cox’s Bazar, Bangladesh.

PURPOSE
Under the overall supervision of the WFP Country Representatives in Bangladesh, general supervision of the WFP Emergency Coordinator (or Head of Sub-Office) and direct supervision of the sub-national Food Security Sector Coordinator, the Consultant will work as Sub-National Food Security Sector Information Management Officer. The Consultant will work in close liaison with the global Food Security Cluster (gFSC) in Rome, as well as the FSC co-leads in Bangladesh, FSC Cluster Coordinator and FSC IMO in Dhaka, FSS members in Cox’s Bazaar ensuring adequate coordination of all activities undertaken by the FS Sector in Cox’s Bazaar.

The objective of the sub-national Food Security Sector Coordination is to ensure a timely, coherent and effective food security response by mobilizing stakeholders to respond in a strategic manner to a humanitarian crisis.

RESPONSIBILITIES
The Information Management Officer (IMO) plays a vital role in collecting, analysing, and sharing information that is important for the sector stakeholders to make informed (evidence based) strategic decisions on:

The needs of affected populations
The prioritization of these areas according to Food Security indicators
Where there is a need for Food Security actors and to what degree
What are the key gaps in activity and need
What capacity (human, material, financial) exists to be used in support of the identified prioritised response needs
The IMO supports the Food Security Sector (FSS) Coordinator by providing the data and information required to make programmatic decisions. As such, the Information Manager needs to be able to liaise and communicate with a diverse audience and act as a ‘bridge’ between Food Security and technical IM staff.

Fundamental to the job is the ability to present information in a way that is easily understood by the sector members. Sometimes this is through graphic means such a mapping but also through tables, charts, and narrative writing. Other times it involves discussing the information directly with the decision makers to make important interpretations on the findings.

The IMO is expected to provide overall secretariat support to the FSS and to manage the FSC work plan drawing on the expertise of the cluster co-leads.
The IMO will also play an important role in facilitating additional FSC preparedness measures, including but not limited to coordination of training and food security assessments.

Key Responsibilities and Tasks

Report to the Food Security Sector management team and respond to the Sector’s Membership’s needs for information;
Provide IM services for key decision-making including; data collection, collation, analysis and information dissemination.
Continue sector activities in absence of sector coordinator.
Maintain and continuously update (on a daily, weekly or fortnightly basis) the existing IM products to ensure all are up to date. In particularly:
the contact directory and mailing list;
the Who does What Where and When (3W) database and derivative products, such as charts and maps;
Update the Who does What Where and When (4W) database tracking post emergency response and the consequent mapping of Food Security resources, needs and gaps as requested. This may include needs and gap identification for the sector; facilitating and agreeing boundaries / benchmarks to enable prioritisation within the sector)
Maintain and update the FSC website (Rohingyas webpage) as well as the Humanitarian Response.org website with the national IMO based in Dhaka; ensure sector leads, Government partners and international and national NGOs feed relevant information on a regular basis;
Coordinate FSS meetings at Cox’s Bazaar as appropriate. Ensure action points are dealt with by the relevant party(ies);
Coordinate meetings of the FSS (humanitarian) Technical Team.
Proactively gather information from other sector/organizations/military which may be of use to the Food Security Sector for informing decisions, including movement of population, potential camp locations and road networks;
Facilitate and coordinate training, food security assessments and other activities as part of the overall FSC preparedness and response measures;
As appropriate, assist in the design of Food Security data collection forms, ensuring that the purpose and use of all data collected is clear, questions are simple, clear, collectable and easily analysed highlighting where potential problems might arise; organize and manage the data input and initial analysis and presentation of data for the Food Security Sector;
Inventory of relevant common Sector data sets, including population data disaggregated by age and sex;
Data on the humanitarian requirements and contributions (financial, material, human – as appropriate);
Liaise with ISCG-Cox’s Bazaar IMO and IM Focal Points in other sectors – share information as appropriate and identify and gather information from other sectors which can inform Food Security response and preparedness decisions;
Liaise with gFSC, FSC Bangladesh, Government of Bangladesh as required;
Organise events such as meeting, training and workshops for the FSS (booking venue, accommodation, meals, etc.)
Provide overall secretariat support to the FSS as required including the management of the FSS work plan
Ensure invitations are circulated in a timely manner for the FSS meeting,
Ensure that agendas and attendance sheets and other relevant documents and PowerPoints are prepared
Prepare the FSS meeting minute.
Ensure minutes and other relevant documents are circulated in a timely fashion.
Any other tasks that may be required (within reason) to achieve the objective of this assignment.
STANDARD MINIMUM QUALIFICATIONS

Education: University degree in information management, information systems or related field, preferably with a masters in management. Having cluster Information Management training is an asset.
Experience: Minimum of 5 years of experience – preferably in the humanitarian field and emergency
Experienced on Cluster approach is an asset
Knowledge & Skills:

Willingness and ability to work in difficult environments, under stressful and time-critical circumstances
Speaks and write clearly and effectively; listens to others, correctly interprets messages from others and respond appropriately; asks questions to clarify, and exhibits interest in having two-way communication; tailors language, tone, style and format to match audience; demonstrated openness in sharing information and keeping people informed.
Cultural and Gender awareness and sensitivity.
Strong knowledge of and experience in using advanced Excel and data analysis software, including proficiency with databases.
Use of ArcGIS or another mapping software; understanding of GIS/Cartographic outputs and ability to collect and organize data to support their production (potentially to be produced by others).
Ability to present information in clear and concise graphic and narrative presentation formats.
Language: Fluency in English (both oral and written) is required. Local language (Chittagong / Cox’s Bazar) will be an asset

TERMS AND CONDITIONS
Contract Type: Special Service Agreement (SSA-8)
Contract Duration: 03 (Three) months
Duty Station: Cox’s Bazar, Bangladesh
Nationality: Bangladeshi Only
Monthly Net Salary: BDT 129,021.00 per month.
